This poem is a rebuke to the overreaching of a governmental agency into the use of private property.   It mentions that onerous regulations that come from a quasi authority instead of Constitutional lawfulness is wrong.   "We The People"  are not subjects of a king. (continued below)

(continued from above)    It closes:   "The whole basis of the Constitution ~ is justice,    Not the servitude of any subject to a king,    The  "We The People"  valuable pristine premise,    Was paid for by blood ~ men fought and they let freedom ring."    Freedom must be stewarded and guarded.   Intrusions to freedom should be exposed,  rebuked,  and legally pushed back.
