Those in power, far too often, use a scare tactic rhetoric to promise to "fight for them," while pushing their faulty ensnaring system that undermines that very security. It mentions that men are not marionettes on a string to use as a puppet, while they live is luxury and often lewdness. The poem in the 4th couplet calls them what they are: "You have become a blinded bat, Though you keep on the "vote radar," Your dialogue and phony chat, You're a hypocritical star" The poems ends in a forceful charge and promise to vote them out to preserve freedom.
